certifiable literally means "able to be certified". people put in mental hospitals were usually certified, and thus certifiable took on a slang meaning of "crazy enough to need to be put in an asylum". it is rare that certifiable is used to mean able to get a certificate of achievement. and it is also bad grammar on AJ's part that makes this joke possible.
