I think this is in reference to a program from the Windows 3.1/95 transition period called Microsoft Bob. It was supposed to be... um... well that I'm not sure of. It doesn't make much sense in the first place. But I think it was some kind of computer navigation helper, that would allow illiterate people to use a computer without actually learning how.
