While I am not for execution, I am for the severe punishment of murderers. As of yet, there is no foolproof way to detect the true murderer.
Of course, the number of innocents executed is not 0, and neither is number of guilty people set free. Nothing is 100%. Nobody should die of the flu, but they do. You should be able to walk down the street at night without getting mugged, but you still might be robbed. I should be able to walk down a flight of stairs without ice being on the top step, but it didn't happen that way.
Murderers will murder. Is letting a serial killer go to kill again any better than what you accuse the government of?
Yes, the system does need to change. There should be a moratorium on executions. During that time, we should work to find better ways to discover true guilt or innnocence.

Dissidents that make a lot of noise are the only ones the government needs to silence. The government has no reason to kill the average Ed. They have many more reasons to keep you alive (albeit most of them have $ written on them). While it is done in some countries, it makes no logical sense for a government to go around killing its citizens. If they kill too many, they've got no one left to govern, and will cease to be a true government (ok, that's extreme). But a government that stands for killing its innocent citizens does not have long to stand.
That said, we should concentrate on governments that kill other countries' innocent citizens....Like the US killing of innocent women and children in Iraq. Not every Iraqi is Saddam.
I also think that a lot of people would think it strange if you were eaten alive by a bird named "herman." Most would say, "Oh, my God!" Others would wonder "What the Hell!?" Still others with "The truth is out there." posters on their walls would investigate it until they themselves were eaten.
