The fact that it is a problem does not mean that you are excused. Florida has had the light shine on them now in a big way and they have proven to be very messy. What other state in their position could say they did not have their share of snafu's. Plain and simple if you were involved in the process more from the beginning the less likely you were to be upset at the last minute. It takes being and staying informed and even sometimes thats not enough but there is no way out at this point. If they want to fix it now they have to fix the problems before the next election and elect new people to get the job done. Im sorry I have no sympathy life is not fair get over it. Be better prepared next time.
