Voting rights in Athens were extremely limited. I don't remember all of the requirements(its only 40 too many years since I took history and government classes.) Educated males who owned property, served in the armed forces, and had a certain level of wealth, all others were banned from participation in the governing process. One was also required to attend and participate in the debate before voting on any subject. Even then the duration of democracy was limited to a couple of hundred years. I think it unlikely that a pure democracy can survive in a large population or over a long period if time.
