This line IS encrypted. However unless you SSH to the irc server (which you can not) that outgoing connect is NOT encrypted. Run a sniffer on all data going to and coming from port 6667 (default IRC port) and you will see ALL chat that happens. Being that you can see the whole connect to the irc server you can have a few people on the computer chatting and know who is who (identified by the login and then check the local port it is sending/receiving for the rest of the data).
