It is a word, but a grammatically incorrect one. It's a double negative: both the prefix "ir-" and suffix "-less" mean "not". The only reason it is in the dictionary is because it has been spread around so much that it actually helps them sell dictionaries. Would you buy a dictionary that you and a billion other people think is right, but really isn't, that doesn't have that word? If you read the "Usage Note" under the first definition for "irregardless" at dictionary.com, it would tell you basically the same thing (except for my commentary on dictionaries, of course).
